The process to which you refer is called porting and polishing. Additionally, it is performed on the Cylinder Head, as well as matching it to the intake and exhaust manifolds.
Performing this only on the intake is almost pointless and it will give you negligible gains in either power or fuel mileage.
Since you do not say what kind or size of bike you have, it is impossible to comment on the best modifications for fuel efficiency. However, typically, a more efficient exhaust would help, although sometimes the only thing that happens is the bike is louder. I recommend that you find someone who already has performed the mods before doing them yourself.
Lastly, the easiest performance modification for a bike or car remains a switch to synthetic oil. This simple modification can garner you an increase in mileage and power between 3 and 8% as well as decrease the wear on your engine internals. It also helps by extending your oil changes.
